u have to email and state reason why u need it

priority is given to final year students doing their fyp and they have to give a solid reason why the need it also

go your faculty office and ask which lecturer in charge.

but make sure u have a damm good reason, dont just go say i want coz it free

for example, you need do project planning, you can say i need Microsoft project to do it

anyway. your 1st 2 app idea is pretty common. for exmple you can easily google watever scholarship present. thre even education blog or website that even details list out scholarships available. I done this when I 1st enter uni almost 5 years ago, so if it present since then there no point on creating something similar but market it as something different.

your cgpa.. cgpa is the overall. GPA is just that sem result. CGPA include all those previous sem result

i think mention this countless time ad. Those junior your 1st and 2nd year is the best year to score as much cgpa as possible. Once your enter 3rd or 4th year unless your your damm smart, can guarantee your result will drop coz it getting harder

so, score as much as possible early early. Some of my frend have 2.8.. want pull to 3.0 also hard coz all their previous sem are low and very hard to pull up

Go ask first and get an answer. There no point assuming something until your get a real answer from them directly

if u really need more info, i recommend you visit the faculty manager instead of the counter clerk
