I want to buy Russian (Rub) however none of money changer around my place have it. Try to call wawasan sentosa and few others in Klang Valley also don't have. in this case how should I get it?

i have change USD for few hundreds (intention is to change to Rubble later in Russia). I changed based on my expected expenses plus another 50%, and I put my ATM and CC as backup. Today I was thinking to change more (USD) and not sure worth it or not as backup. If let say I changed to USD and not use it, is it possible to change back to RM without too much lose

i had buy Euro from money changer and apparently after when back home just realized that there is small marking in one of the notes and another note had tape on it maybe previously was tear. I am planning to head back to the money changer asking for change however just wondering if seller either in Malaysia or oversea are particular about this.
