Withdraw from yr ATM card or debit card..... Then it follow the currency rate set by visa or MasterCard also include any charges that the bank may imposed on it.....

U should exchange at here for NTD.... But maybe u can try exchange some then other exchange USD then at Taiwan only exchange back to NTD
