Another possible reason is your brake disc(s) might have warped. This is what happened to me, like you i tried watever i could do fix that, even went as far as changing my rims.
Do this only if you car is equipped with ABS...
Find a piece of empty road, drive up to say, 70~80km/h. Floor your brake pedal to the metal and see if your steering vibrates, if it does, then you've got to replace those brake discs
good luck!
i never do any braking when the vibrates happened so dont think is the discs wrapped

if u not feeling it on ur steering, it's coming from rear,
try rotate rear tyres to front, if ur steering start to vibrate, it is ur tyres or rims
my steering doesnt felt any vibrates at all just when crusing i can feel the minor vibrations

Then what if.....
Speeding over 100, steering vibrates? But, on-wheel off-wheel balance already done. Disc not warped. Then what could be the problem?
Tie-rod? Driveshaft perhaps?
speed around 100 it never vibrates it started to happen when i reach 110 and above

What rim and tire u using?
Usually vibration cos by rim bent , tire uneven/not round(tire problem) , balancing , on or off wheel and the last will be driveshaft
But driveshaft vibrate whenever u pedal ur gas
just check my rim and tyre previous weekend no bend no pregnant
i suspect is the tyre not round anything can check this? using dial indicator ah?
if driveshaft got problem need to reach such speed the only feel the vibration meh?
i went to do off wheel balancing at 1st the problem gone a while but after i drove back from KL it happens again
