There are a lot of factors affecting performance. Here is what I gather from your posts:
- i3 380M @ 2.53GHz
- Mobility Radeon HD5430
- 10mbps internet
- 2GB RAM
The bottleneck of performance is your RAM. You ONLY have 2GB.
Like you said, SC2's minimum system requirements shows only 1GB of ram. But, for any of today's games, 2GB is just not enough, especially with Windows 7 hogging up most of this.
If you have around RM140 to spare, I suggest you upgrade your RAM to 8GB. Corsair sells 4GB RAM modules at RM70 each. I am pretty sure that you have 2 RAM slots, and since you have an i3, your chipset will allow up to 8GB RAM installed.
I recently reformatted my workmate's Compaq CQ42. It's 3 years old and had 2GB RAM built in. He had the same complaints as you do while playing SC2 and D3. I suggested, nay, advised him to upgrade his RAM. He did and he's happily back in his man-cave playing his games.
Trust me. RAM is the cheapest upgrade you can get.
Oh yeah, you may also want to clean your laptop's exhaust vents. A clear air pathway will also help in performance.
before randomly suggesting 8gb ram upgrade, do you even realize that he may be on 32bit OS?- i3 380M @ 2.53GHz

great advice!!!
if all of those still doesn't solve ur problems, try downloading Game Booster, try Defragging ur laptop, try re-installing ur SC2 or last resort go n reformat ur laptop..sumthing i just hate to do btw..laptop user here..i know how u feel..
good luck!!!
- gimmick- if hdd is not your issue (eg: shitty cpu/graphics card/insufficient ram) then this wont do anything besides loading maybe a couple (micro/) seconds faster
- if your installation doesn't work it just doesn't work. reinstalling installation doesn't improve performance aside from resetting all settings and that is a matter of incorrect settings.
- if it is hardware problem, reformatting won't solve it in the long run. if it happens again how? format again? never ever needed to format my own pc/laptop or even my family's pc/laptops from the day it was installed until the day it gets scrapped. my pc is running 6+ years and never format. learn how to troubleshoot properly instead of formatting
