PETALING JAYA: For Amirul Ruslan, 22, the RM200 smartphone rebate came at the right time.

“I’ve been wanting to buy a smartphone as currently, I’m using an old-school mobile phone,” said the news editor.

He said he did have one but he gave it to his father.

“As much as I like my current phone, I need a smartphone to check my work-related e-mail on the spot,” said Amirul, who is planning to get a Samsung Galaxy S3.

He was responding to the RM200 one-off rebate for a 3G smartphone for those aged 21 to 30 with a monthly income of RM3,000 and below as announced in the Budget 2013.

Postgraduate student Ahmad Fai­sal Fadzil, 24, said the rebate would be easy on peoples’ pockets.

“I’ve been itching to get an iPhone 5 since my current smartphone is not functioning well. So the announ­cement was rather nice.

“Hopefully, the Government will give us the option of downloading the application forms or even apply at places that sell the phones,” he said.

Strategic planner Yeoh Yen Chow, 21, said she has always wanted to get the Samsung Galaxy S3 smartphone.

“I’m using my boyfriend’s smartphone temporarily and I’ve been thinking of getting one for myself,” she said.

Yeoh hoped the process of getting the rebate would be as easy as getting the RM200 1Malaysia book voucher for university students.

We do not know could even be only able get from 1malaysia handphone shop? for selected models? even maybe their 1malaysia 3G phone that spoil in few days. It never says what type of phone. I was hoping we provide receipt,IC and salary slip we get discount but dont seems like it

Maybe the phone they get from china RM300 sell to malaysian 1000 then rebate 200 = RM800 maybe also i do not know songlap.

I wonder how these people were paid for the interview? A typical smartphone is between RM 1.3k to RM 2k. With RM 200 discount, it will be between RM 1.1k to RM 1.8k which is still expensive. How these young people going to pay since only for those with salary below RM 3k?

its not called berlagak, its called affordability and common sense. why get something that has a short life span and you cant afford it. i.e. 2/3 out of the salary is gone to a smart fon. they should give like 50% discount instead of 10%

Most young people are a bunch of weak whinny posers. Cheapskate/poorfag but want smartphones on the higher end?! I'm 22 but I'm not eligible, because of the 3k cap, and I feel like this is totally unnecessary! You don't need a S3 to check emails! Galaxy W does that too. I can't brain why these people who earn less than 3k but want such expensive phones. doh.gif

There is so many poor rakyat, and here we are using RM300million of public funds to buy luxury phones (to read email).

RM300million = can build how many schools? assist how many poor private orphanages? how many safety motorcycle helmets can be given free to children?

Where are our priorities?

useless for me. I already have 1 long before they even know that smartphone is a necessity now. We need wifi connection almost everywhere we go. Not some donkey balls 200 rebate. RM200 can be pumped into something else for EVERYONE. Not for personal use. BN got use head or no...oh wai~ thy no brainers

When you need to snap a picture of a sample to be given to your boss or to your client. In good quality photo. Or when you need to read your email OTG. Or when you need to use internet using your phone tethering. When you are on a fast crazy paced job, you will need all these on standby. Or when you need to form a group chat with your colleagues and you need to instant update them or vice versa. For me it is a necessity. But the idea of Rm200 rebate is just plain fishing for votes. Low baller I'd say. =(

In which I believe most companies require their staff to be in touch most of the time. Companies can provide phone, but who provides wifi connection to EVERYWHERE as we speak of? In regardless of whether your company needs it or not, why would you buy 1? To be in trend? Or do you require a sufficient enough picture taking? Or GPS? rite? You want to have a phone so that you can read or surf the net when you want to. It is already indirectly a necessity without you noticing that you NEED these. Okok, dun wanna divert too much =P. Still its a stewpig move.

well , i feel this is much much much better than "br1m". or elaun buku shyt.

stuff like tax rebates on broadband, smartphones, computers, and mobile devices is something i like. Its the sort of policies governments should roll out with.
They specifically drive people to do a specific something. and i do believe smartphones , broadband, computers and mobile devices are super duper important. If you come to my interview with a chokia 3310 with no access to whatsapp, u can say goodbye to being hired lol.

Unlike BR1m, u give Rm500, they buy more cigs. wtf? U give gas subsidies, they buy more cars, clogging up roads. U give unemployment benefit, they go gambling. This is the sort of policities which are bad.

if its anything like the broadband rebate, than the receipt must be between 1st jan 2013-2014. The rebate will either be instant, or you can re-claim it on your tax as a tax rebate. It hate it if telcos have access to YOUR salary and YOUR personal information, so i prefer if its a tax-rebate for working individuals when they file for tax.

yeah. most people already have a house already. No way I can ever let a RM3000 earner buy a RM350K house.

They did announced in the budget that they have increased the threshold from RM3000 to RM5000 household income. So this year we will see if people take up the scheme or not.

I still advice my clients to downpay. A downpayment allows people to benchmark returns. If you dont downpay, your free profit will be free money, making people think they are "magically richer".

tax rebate/refund = direct tolak your taxed ammount. they can post money back to you if got excess.

Stay in touch most of the time = phone is sufficient for this no?
why do you require even wifi connection to everywhere?? for fb? does everyone/majority in the company working outstation taking photos?
We have computers connected to the internet for that, believe this is pretty much covered.
Even then, company only provide always-on internet connection/3g to the people who actually need it (select few) - not everyone

Phone is a necessity so to speak, but 3g phone with always on wifi/gps? No way, if you really need it, speak to the relevant people in your company, im sure they will give you provided you have sufficient ground. You have yet to convince me why does everyone (young graduates) need to have smartphone at work? What field are you in?

These kind of money can be improved the education/transportation, not to please the youth who are craving the luxuries? Kinda convenience that the election is around the corner and they are giving out free one-time freebies

I'd say its just excuses. One getting rm200 then go get a 1k "average" smartphone... doesnt deserve such tongkat coz he can afford the many choices of rm800 priced alternative which works just as well albeit slightly slower. Same like taking bus to interviews would means "allocate extra time" for commuting. using basic smartphones means you ALLOCATE EXTRA time to do your [whatever serious tasks] ..as of any average guy out there.

Trust me, we're the same. My phone is just rather basic, but what makes it nice is the keyboard. But its good enough for speed email typing,8mp and good processor. I don't fancy RM2K or RM3K phones. RM200 can buy votes. Them people earning 3k and less is content to continue earning that because every four years, gomen give them RM200 rebate.

They don't think of what the money could have done to education, transportation, job creation, housing, welfare, etc.. but iPhone 5, which they will complaint at shit next year anyway, when iPhone 6 rolls around.

PETALING JAYA: The Government's plan in giving out RM200 rebate for smartphones worth less than RM500 next year is to convert non-smartphone users to bridge the digital divide.

The Malaysian Communications and Multimedia Commission (MCMC) chairman Datuk Mohamed Sharil Mohamed Tarmizi said that the rebate is not targeted at those who want to buy expensive phones.

“We really want those with the old second generation mobile phones to migrate to a basic 3G smartphone.

“These are the people who generally want to buy a smartphone, but they cannot afford one,” he said.

He added that the rebate should also serve only those who aren't earning much, referring to the criteria that the rebate is only applicable for those earning less than RM3,000.

“If you can buy a RM2,000 smartphone, you're not the person we want to help. If you can afford this kind of phone, would you want a RM200 rebate?” he asked.

According to the Hand Phone Users Survey 2011 published by the MCMC, 89.6% handphone users polled earn less than RM3,000. At the same time, 87.3% handphone users surveyed are still using normal phones without smartphone capabilities.

The rebate is also only allowed for Malaysians between the ages of 21 and 30.

Sharil added that at last count, there are 20 smartphone models from seven manufacturers which cost less than RM500 in retail price, with some of them being globally renowned brands.

When checked, Samsung also offers three smartphone models priced less than RM500 including the popular Samsung Galaxy Y.

With the total allocation for the rebate placed at RM300mil, serving 1.5 million youths as announced by Prime Minister Datuk Seri Najib Tun Razak when tabling the 2013 budget, Sharil expected for the entire sum to be used.

He also said that there will be mechanisms put in place to ensure that people don't abuse the system, and those interested in the rebate should pre-register themselves on their website first at

BTW, I do agree that current list is a joke. At least set the limit higher to like around 700/800 to access the most worth/popular segment of smartphone.

Those old models like 2730/7230, c2-03 and those asha(except 311) neither had 3g nor WiFi.

Check their specs at Nokia site, they only had 2g GSM.

furthermore, put in rm200 and the youngster have to take out from their own pocket several hundreds more for smarphone..Even rm100 is big to youngsters..they must teach youngster to spend their money wisely not to smartphone only..Haish..whose idea is this?

why not bring back down 6% service tax down to 5%..we all will be happy..
