Don't underestimate this change. They basically doubled our MF. Let's say current legend drop rate is 0.01%, after 400% MF it becomes 0.04%. With the new 0.02% rate, after 450% MF (cap at monster power 3) it becomes 0.09%. The value is still low, but it's much better than the old rate.

      It mean every mobs you kill, you hv 1% of getting legend item.
      It is not for the 2nd mobs you kill it became 2%+++until the 100th mobs eventually is 100%.

It's statistic. You'll only see it if you have very large sample. At 1% drop rate, killing 100 mobs won't guarantee you exactly 1 legendary. You might get 0, 2, or more. But if you kill 1,000,000,000 mobs, the number of legendaries you get will be close to 10,000,000.
