i mean those site which they use it to keep all the hacking info/tools as well some discussion related 2 it...

u mean hackers or script kiddies? astalavista is a pretty good reference. but lately the site seems to be slow in responding. maybe overloaded with traffic?

Only the actual act and promoting of exploitation and intrusion is illegal. I don't see anything wrong with linking to such sites.
