Car insurance for third party claim, Need some expert advice

Hi guys, Want to ask the experts from here regarding the third party claim. 3 months ago, my friend's car was hit from behind and of course the opposing party was in the wrong side since it is clear cut that she cannot brake on time and thus, hit my friend's car. My friend had made a police report and the same goes for the opposing side, the police's result ( KEPUTUSAN) concluded that the opposing party was wrong and my friend claim the opposing party's NCB to fix her car. The problem is that when my friend try to renew her insurance recently, she found out her NCB was claimed by the opposing side. She called her agent and her agent told her that this is normal since the opposing party was injured during the accident thus she can claim my friend's NCB. My question is, is this actually allowed? Seem to be totally not fair to me since my friend's has done nothing wrong but she need to fork out extra for the NCB ( Her NCB already 55% and now 0%)!!. Imagine a drunken driver hit you and he was injured but he can claim your NCB even though he is in the wrong, is this even fair?

What did the other party claim as? Injury or damage to the car?

motorbike or car bang yur fren?
if motorbike bang and the rider is injured, can claim the car insurance for injury even if he is wrong
for car i think not needed unless the car is insured under 3rd party.
meaning the back car (3rd party insurance) hit yur car...
back car driver injured
can claim yur car insurance for his injury

Seem to be not fair at all, already he/she paying less for 3rd party and even he/she did something wrong, he/she can still claim the opposing party's insurance?? so the lesson is if you plan to drunk drive, use a car that are cover with the third party insurance, you can be assure that your medical bill will be bear by some innocent dude whose car hit by you. LOL Well, not that we can do anything about it if this is the stated rule but IMHO this is really a F**K up rule.

when ur fren send the car to the panel workshop how the workshop claim the insurance? via OD-KFK or claim her own insurance?

AFAIK ... if u're not guilty, so u will get all the copies of accident report from the police. If u're guilty, u only get u own report.
The 3rd party insurance claim company will give u the copies of the report too & they also will submit to ur insurance company to claim the repair cost of ur car & in the same time, submit the document to ur insurance company to claim the other car insurance.
but sometimes ur insurace company will miss placed the document, so end up they will deduct ur NCD. But , if u have all the accident report document,, then u can submit to ur insurance company & get back ur NCD.
