pricing banner design is like website design.. you judge on several circumstances including the abilites you're able to offer.

Thats right. It all depands on what the banner can do. If there is more programing and coding involve it will cost more. It also depands who you approach to do it fot you, comapanies,freelancers,students etc.. There is no standard price involve.
