PETALING JAYA: The three shortlisted contenders, which were selected for round one, for the digital terrestrial TV broadcast (DTTB) tender had submitted comprehensive bids. Sources said RedTone Networks Sdn Bhd had submitted the most comprehensive bid detailing how it intended to migrate the free-to-air TV broadcasters from the current analogue to digital system. The other two shortlisted were Puncak Semangat Sdn Bhd and i-Media Broadcasting Solutions Sdn Bhd, and both these parties were also said to have made comprehensive submissions. “RedTone's was the most practical and commercially-viable proposal,” said a source. That was only round one. In round two, the three parties would have to re-submit a detailed business plan and provide proof of concept that what they say is workable. A final evaluation will be made to select one winner out of the three and an announcement can be expected in July 2013. The three firms were out of the 64 that had collected documents but only eight submitted their tender bids for round one. Besides them, the others that had also submitted bids included Astro Productions, Celcom Axiata Bhd and Sapura Holdings Bhd. RedTone International Bhd managing director Datuk Wei Chuan Beng, when contacted yesterday, confirmed that “we had given a very comprehensive submission with exact details of how we intend to do the job. “We have worked with several European and Chinese partners to ensure we have a detailed bid and we need the partners for proper implementation,” he said. He added that RedTone International has 70% equity stake in RedTone Networks, while the remaining 30% is held by the Johor Sultan. I-Media and Puncak could not be reached for comments. Malaysian Communications and Multimedia Commission chairman Datuk Mohamed Sharil Tarmizi said the players had six months to complete the detailed business plan which would include frequency assessment across the country, taking measurements at the transmission sites, set-top box proposals including execution modalities and firm up their financial capability to build, operate and maintain the DTTB infrastructure. The first roll-out of DTTB services to the public is expected to be in early 2014 while full nationwide coverage is targeted by end-2015. |
