I have 7 parts Harbingers (and most of the other end-tier gear) and from all the farming I've done, only one amulet ever dropped.  P.S: Spam vendor boons. Alchemist can no longer be 'started' on his third stage by rerolling, going to the next level waypoint, and back up.
