google already updated the play store to support incremental update.

means that sometimes developer just add a small update, you don't have to re-download the entire apk.

in play store download bar, you will see the full apk filesize (let's say 2mb), but if it is an incremental update (for example only 100kb), it will install before it download the full apk file size. the notification download bar reflects the true percentage of the incremental download (100kb).
