just put the bacteria..what water conditioner u use??just get rid of chlorine in water..
water change about 1 @ 2 a week before cycle..after that, u should change water 1 week @ 2 week..
shout test the ammonia and nitrates..
ammonia should be at 0 and nitrate should as low as possible..
when ammonia in 0, ur tank has cycled..
and u can add live stock...

u should buy bigger skimmer..not ur tank not enough protein, the skimmer use to get rid of toxic in ur water..
so u must have good and efficient skimmer to ensure ur tank health..
for water changing, discholorine the water in ur mixing container and
add salt to right spec gravity and add in to ur tank..

yes, you can use but need to clean regulary or else will do more harm than good.

for new tank, change 30%-40% each week.
as your tank mature than can consider changing less often but need to dose trace element.
always fill up water first before add in salt, never salt than water
your tank still new and clean, nothing much to skim, protein is waste.

add water first then mix the salt in a bucket or whatever, leave it for 1 day.

bubble not see water, see your equipment.

early stages i dont think u will see much waste in your collection cup.

roger that..just test it first..if the reading is 0, ur tank already cycle..
then, change about 12 to 20 % water..
and ur tank is ready to add live stock..
if u don't sure or afraid if ur live stock died..wait about 1 @ 2 day..
test ur ammonia level..if reading is 0, ur tank is safe for adding live stock..
make sure find the hardy livestock..

but my tank already have life rock... will it die? i added on 3rd day... alamak...

better spend the money to make a hang on back sump.
