^i been scouting around. seems like arenanet gave the highest discount at 40%. i can't find any lower than this, including those "key" only site.
also, there's no risk at all getting from arenanet itself

iinm, the ping for us during Wars is not so smooth. other than this its all good.
i might be wrong on this as its been a year. hope the regular can ans better for your Q.
