It means developer playing games loh. Keep units but list on board as sold off. Creates a hype, when people see they think really all sold off but actually not. So leftover few units become hot hot hot. In other words, artificially "sold out". These units will later be "released" as loan rejected units or "director's units".

What has this gotta do with next phase launch? The perception.
