From deepcool0922 review, he concluded that HDD bay is not effective dissipate heat generated by HDD.
He swapped the HDD to a cooler ODD bay & caddy with better heat dissipation to improve HDD cooling. SSD is cooler & put it on HDD bay. His results is SSD at 30C & HDD at 40C as below pic.
