from my personal experience, higher MF gives u better chances to drop quality items. previously i ran act 3 with 0 mf and only NV stack. gets a lot of item level 50+ and no legendary.

then i switch to MF set and the difference is huge. i gets more item level 60+ and a legendary.

i still think its RNG. been a few times i've got legs/set item when my MF is so low and not on full 5 NV stack. there's a time when i just load the game and kill the 1st monster and a set ring drop

since that, i don't believe in MF anymore.
