Yes, timing is important.. i had put one of my chest armor Strg 153, AR 53 and 3 socket.. for 2mil. no one buy.. return to my stash.

when i use that sword my total block 60% lol

yes 34% block.. bec of trend, most barb going for tornado build, so shield is much cheaper now. the max block % u can get from total gears is 75%

Shield 34%, Helm 8%, Justice lantern 11% x 2 (22%), doombringer 7%.. total 71%. still can add 2 more item, if i not mistaken got lagendary pant and belt also got block %
