I thought the established thought is MF gives higher chance of rolling a higher class item. E.g. highest is legen, then rare with 6 affix, rare with 5 affix, and so on till junk. At least in my experience higher MF give much higher chance of getting rares, and legen. You know that when multiple rares starts dropping out of normal mobs.
The only wild card is the bonus item.

but things change after the new legendary in 1.04. in order to give everyone a taste of the new legendary, the drops rate for legendary is now set in it's own rate rather than following the rolls. i get waaaaaaaaay more legendary drops in the first week after 1.04 was launched. tens of times (if not more) than my life time of playing before 1.04 (with same MF). i m sure everyone else get the same.
a week after 1.04, legendary drops slow down. rare, remain same. i mean, 6 affix rolls still about the same. (didn't really record)
what really convince me that legendary drops no longer follow what posted in the blue link above is after PTR 1.05 suddenly announce "double the legendary drops".

you can set the threshold of legendary in a longer range, it's possible. but the side effect is, everything else has higher roll.
For example, if a monster has a 4% chance to drop a legendary item and you have +50% magic find, it now has a 6% chance to drop that item.
If you double the legendary drops rate, following that rule, even if u dont get legendary, you will have higher chance to get 6 affixes, follow by 5 affixes, etc.
That is the theory part, in my experience, i never wear any MF gear. i just kill fast, i'd say my legendary drops rate is not bad at all.

here is another cow's theory:
the number of legendary you get will not affect your drops rate.
it will be insane (performance) to put check like this when every item is drop.
may be it's possible to adjust your drop rate based on profile /char to avoid checking in every item drops, but would also mean to calculate and keep track of your legendary drops in inventory and stuff that you sold, etc. there is also so many other variables like all other heroes in same account, total number of hours you play, etc.
in short, no, dont thing you have quota.
