I think your math is not correct la. Look at it this way, total drops of everything is 100%.
If for e.g. legendary drop is 1% (probably much lower in reality), then the rest must fit into 99%. Now if legendary drop is double to 2%, then there's only 98% left which must be shared by the rest so something MUST now drop less.
How they adjust the ratio of the rest is up to Blizzy, but I'd assume they will reduce everything slightly so as to maintain the ratio of everything except legendary, and add the surplus into legendary roll.
But ok all pure guesstimation only, not gonna do crazy statistic collection stunt
