A very crude way would be to utilize MS Paint's Stretch/Skew function. However, it wouldn't exactly be dimensionally accurate to your specifications (in terms of pixel resolutions).
Or you could of course use Adobe Photoshop's Resize Image function. Another good alternative is via IrfanView... Cheers! |
