Aircon blowers blow out "mist" bcoz the evaporator (cooling coils) is very cold AND air flow is restricted ie too little air is passing thru those coils/passing too slowly...

Normally, me wld sayl yr evaporator needs cleaning/ blower is not operating @its correct speed ....
However, since yu said the compressor is kicking in even if yu din switch on the aircon, then probably something is faulty in the aircon system...wiring, etc.
