Well first things first, let's go through the skills that you might want to use. Give it some thoughts.
You have to pick one hatred generator which you feel suits your play style and one hatred spender as well. You need to decide this because you could get a bonus on the DML. Since you have no much gold, i reckon you avoid DML with disc. The rest should be cheap. Try to get a DML with AS 20 percent and the bonus to the hatred generator of your choice or to the hatred spender.
if u think ur DML does not need upgrade first, you should upgrade your pants. A DEX + VIT + AR + 2OS pants shouldn't be expensive at all. Check out Inna's pants as well whether it suits you. If you like inna, get VIT or AR roll on it if possible.
Once you figure out what you want here, get it and farm more gold and report back. I'll let u know more on part 2

Shadow Power: Gloom
Companion: Bat
Preparation: Focused Mind (for <40 disc) or Backup Plan (for >=40 disc)
Passives: Steady Aim, Archery, Tactical Advantage (when your DPS is at a more comfortable level, drop Steady Aim for Vengeance OR Night Stalker)
I'm not saying this is a must but it'll smooth out farming quite a little, of course that'll depend on your playing style. But this should generally fit most of the DH's
As for
Equipment / itemisation wise;
Can't really help much there as a total revamp will cost a lot. But a general tip is start from equipments that give you MORE-DPS-per-COST ratio (e.g. 10m for +12k DPS w/o SS; vs 5m for +9k DPS w/o SS. The 5m is a better choice of upgrading; UNLESS the 10m is a cheap cheap cheap deal). Like I mentioned previously, start with amulet as it'll give the most dps-per-cost in your current setup, IMO.
And finally, like 2890 said - you can refer to
my profile for itemisation ideas too, if you prefer moving towards a more tanky build (basically minimum kiting and face-tank most packs, and even better when combined with defensive skills like Guardian Turret + Numbling Traps.)

i guess for the mean time, i will stick with polarzbearz suggestion for farming skills and playstyle first...
after gathering some bullets ($$) then only slowly upgrade those items....
I currently already upgraded my DML as per your suggestion, sacrificed a bit dex but in return 20 IAS with general stats... got it lower than 2 mil...
As for the pants, I do think of inna, my wiz is wearing one, however, the dex drop quite drastically in return for atk spd, tested and not really like the result if stutter stepping, it lowers the dmg (a lot)... as normally i do stutter step whenever an elite appears...
and my cc has reached 50%, i have dropped ss, and maybe would go for tactical advantage or perhaps straight to night stalker...
now i wan to concentrate on dps to ready myself for higher mp...
as for tank, able to survive 2-3 hits in a row could mean a lot to me already, I dont dare to imagine face tanking packs...
