If that's the sort of multitasking you're looking for, then I'm pleased to tell you that that's exactly how multitasking works in WP / Windows 8. There are 3 states to an app, active, suspended and terminated. When you switch away, the app is put into suspended mode. As soon as you switch back, it'll be just the way it was. Also, to top it off, an app can also multitask (much like PC, suspended but continue to work) under a few conditions. The most common scenario is download / upload. This will also keep WP7 connected to WiFi, even when it is put to standby. That's how KeepAlive app works, by continuously sending IGMP packets to a server.
GPS is another such scenario.
