i can vouch Viewsonic 23''inch LED IPS Monitor is gooding and very much worth the price for the entry level of IPS

not sure about the viewsonic version but i did saw the lg model in lowyat the other day
although its ips the picture quality is not so good, not very sharp kinda blurry

Dell S Series is a good panel but it is so glossy (like a mirror) you should go to Lowyat or other IT shops to see the monitor itself with your real eye.

For photo editing....serious, cari makan or casual ?

If serious photo editing work, you should be most concerned with colour accuracy of your monitor.
I suggest you colour calibrate your monitor to get the most accurate colour reproduction your monitor can achieve. You can get something like a Spyder4 Pro or a Color Munki colorimeter from Shashinki:

There's no point putting so much effort into editing when first of all, your monitor is displaying all the wrong colours. What's worst is the printing process, you'll notice a huge difference and there comes the headache

I got a U2312HM too recently.

Just wanna check if its just my monitor but does your monitor have strong backlight bleed at the bottom left corner also?

I find it quite obvious when the screen is gray or black. 
Seems to be worse than my LG IPS226 in terms of backlight bleed.

still got in small and medium business page. not in home.
