I want to ask help for buying thing from a Lowyat member last week but he didnt send me the monitor. Can i get a refund back my money?

his name is Lee Wai Kit, he seld many things and he call me to bank-in RM600 to him but i havent receive the monitor that he want sell me.. his handphone is 017-3002961, reall cant get my money back
