If for Notebook, yes go for it.
If for moving large files that involves photo/video editing, yes go for it
But if nothing as above, not worth it. Go with 240GB and use other half of the fund for something else

SSD can be partitioned like normal HHD
Cloning both must have the same capacity of GB. Acronis have the cloning functions.

500 GB HDD cannot be clone to 128 GB SSD,.

Yep. Just make sure to enable ACHI first before the migration and check the alignment. Previously I use Acronis Backup Image to reinstall my OS from HHD RAID 0 to SSD RAID 0.

If I'm not mistaken back in the days when I was using Windows XP, I enabled the ACHI by changing the registry in Windows then enabled in BIOS using some guide from the web. Do an Image Backup of your OS then Secure Erase your SSD. But it sounds more like a defected MOBO.
