heart not repeatable, fastest way to level up is finish talk to all npc, join events, finish story and heart quest then go other race starting place and finish their heart as well.

Fastest way to get to other races starting area is probably to go WvWvW, get into Lion's Arch portal, from Lion's Arch they have portals too all other races starting area.
