I heard that there ipad cant receive any sms or use whatsapp. how true is it?
I going to buy ipad 3rd generation with cellular aka mobile data networks.

yes cannot. unless u jailbreak it (meaning, u do an unauthorized modification on it)

so if u still insists u must sms/whatsapp, the choices are
1. jailbreak your ipad (not advisable if u not willing to hassle yourself)
2. get an iphone,
3. get an android tablet

apart from that, iPad can't even receive phone calls. Kinda disappointing too

get and android tablet, close case

On their official developer page looks like they've not even come up with the ipad2 compatible version even
I honestly doubt it would work on ipad3

any apps able to send/receive sms like a phone ?

I don't see anything for pure sms unfortunately the 3g capability on ipads
are purely used for data only

But I think the crappy iMessage still works on ipads, you'll also have other choices
of apps like Viber etc

Skype is able to send smses tho to any mobile device, as long as you have enough credits

total bullocks, I should have gotten a tab instead
