Last time I also got that "waiting for device" status. From my experience that is bcoz your driver is not installed correctly. Check device management. When you enable debugging mode check whether your device is listed at the top of the Toolkit and device management detect it properly or not. After that enter fastboot mode and check again in the Toolkit for your device. Is it listed or not? Check device management also.
