Ohh. I didnt mean it too bro. Hmm, honestly, I rather locate the visitor parking down bcz visitor dont come find us once a week for long term. But owners or tenants use the parking bay almost everyday, so if the safety issue, I suggest residents come priority due to they stay here.
For hit & run stuff, it can be dangerous even up to Grd Flr or L1. In KL now, almost every place is dangerous. But if this hit & run stuff happens at L4, they found harder to escape away as they only could run to facilities floor.
I prefer near to lift rather than best parking floor which we need to walk further for the lifts.
Anyhow, most crucial things was the securities job and tenants. Quadrant zone can be make harder for break in issues unless the robbers hack the access code, so parking lots become more sensitive area since this is 720 units condo.
The rental in BJ is high, but if Type A investors rather let than keep for foreigners like Pak Hitam or Middle East students, then the population will increase n issues would be dampen very soon.

As far as I am concern, visitors only can reach Ground Floor. The access card only can bring u to the floor where it is tagging to the floor u stay.
To make it more high end and safety, I would suggest to increase the maintenance fee to RM 0.25 psf and hire guards at Lobby via Grd Floor to acc the visitors to ur quadrant zone!!!! Lolz.
