There will be never an end if we keep comparing someone's salary with someone's income. What we will need to know over this subforum is either the pay is stick to the market line or not.

What sort of office job he is working with? Where is the work place?

If you're saying it's kind of less when comparing to people like Charlton, why don't you compare to others which is lower? And I can see there's LOT of people here tend to post their income here if they earn a lot. Or earn quite okay, and those who earn terribly low would rather to say cannot be seen over here. 28 years old with 4k salary, how many of them can get this nowadays in Malaysia?

What field is his company into? What position he is now? Office job can be a lot. And where is the office located. If you say it's in Sabah and this 4k can mean a lot.

Master has no difference with Degree nowadays and probably you can get slightly higher salary at the starting point. For instance if I am degree holder and work for years under the company and once I get my master I can get increment for about few hundreds, of course depends on company but normally this is how it work.

Education background will help when you are asking for more starting salary but if you're working at ordinary stuffs, you will stick to that level forever.

4K for normal office job is considered a lot. People won't pay you because of your certification and they pay you for what you are able to do for them.

That is not totally correct.

Certain position require the staff to have specific certification, like MBA. In order to get that position you have to obtain that qualification.

Normally people will go for Master Degree when they want to get higher position, or they want to involve in Education related career, like a lecturer.

Master Degree is relatively useless and not practical especially if it's a Science degree. Unless you can get into the right company or the company needs your research.

If the salary is always bond to the age, is that mean the person would be damn rich when he is near 60?

I don't really understand for how much you earn should be related to your age? Seriously I don't, and I do not see the relation in between pay and the age.
