I would dare say that till date, for Android with offline maps and voice navigation, the best would still be Papago. But if you really want a bloody good GPS, the Garmin 2465LM with MFM is the best.

Googles Map also have traffic information. Quite useful in KL and surrounding areas. Not sure outside of Klang Valley.
