Even if TIME is willing to upgrade the speeds, Astro will never let it happen because their other ISP is Maxis, and Maxis is not capable of offering identical speeds for the same price. There will be too much noise coming from Maxis Astro IPTV subscribers if the TIME ones get much faster speeds for the same price.
Also, Astro and Maxis are under the same corporate umbrella, so they'll always stick to the same agenda.
