DanielOkay, I have checked this with my fellow advisors, as some of them is able to pre-load the game, or to be exact, pre-load the Beta of BF4.
DanielHowever, EA support has no access or option to manually grant the pre-load as this depends with our Studio, and the region of player.
DanielThe best thing that I can really advise is to give it 24 hours, then reload the games library, relog to Origin to update with our servers.
DanielIf this still has not showed the pre-load, you can contact us again after 24 hours.

@EdwinCodec , this might not be related but... what version Windows are you running... 32 bit or 64bit? The beta is for 64bit only
