He has a chance to spawn this bow and it's pretty decent. Have been selling them for 1.5m for a few weeks now. Each bow cost 79k from vendor.

It's the only ilvl 63 item I've seen sell from a vendor I think.

a vendor dont sell an exact copies of bows, its programmed to be random, have to ask achievement hunters about this so called npc lol, coz i dont recall such vendor, if its true, imma lol

its true, there are vendors tha sell yellow item but only 1 yellow item

act 1 and 2 i have met, u have to solve their side quests 1st before they allow u to buy.
