Even in a g&g with strata title, I don't think there is legal rights to stop any non paying residents to enter the houses. This is the loophole under current laws

is this tested and proven successfully in court? I am sceptical as many JMB in MK condos gave up to pursue and recover from those who refused to pay. The reason was lack of legal grounds to recover under current Strata Title Act unless there is new provision to allow JMB to auction the unit.

Is this legal to cut water supply if one is paying the water bills without any overdue? I am also against those free loaders who enjoy the security and facilities but not paying up. I just wish to highlight the weaknesses of existing laws against these errant and recalcitrant residents.

this monthly fees may not enough to fund the installation of perimeter fencing (galvanised type) and CCTVs, each hse may have to pay $0.5k - $1k upfront to set up and maintain this security enhancement infrastructure

well, never say never. see what happens to LG2. let me share a true story. I personally spoke to the MD of GP during LG2 launch and he told me impossible to build the fence. See what happened now when more buyers wrote in and requested.
