if i not mistaken, when u pull your seatbelt using force, its kinda stuck, that is not pre tensioner, but locking retractor, n that shud be standard across any car nowadays.

Pre tensioner in prtn is only for those with airbags. Generally, pretensioner works in tandem with airbags sensor n only functional when airbags deploy(actually miliscnd before airbags deploy) in crash situation. then come force@load limiter, which also for cars equip with airbags.

If i not mistaken also, this pre tensioner only work once, same as airbags where u have to get it replace after its being used.
