oxidized and dustup in my heatsink, anyone know how to clean it???

i hv a oxidized thermalright hr 03 u guy have any way to clean the oxidized part???
and a corsair A70 that hv dust buildup in it~ i try many way to clean it~ blow, and use brush~ but still cant come off~ can i wash the heatsink with water and soap???

option 1 or u can just soak it with lemon. buy 1 lemon, cut into 2, perah it into the pail of bucket with water (dont need to be full, just enuf to submerge the heatsink). just let it there for 2 hours. take out the and bilas with water. and walla. as good as new.
option 2 buy tomato souce, soak the heatsink with it. leave it 2 3 hours, bilas with water. (dont ever put it more thank 8 hours, my friend waterblock already rosak because of this)
