Editing Which video software good at, overlaying green screen video??

I am toying with the idea of experimenting with doing a green screen video and layering another video behind the green screen. What is the best software to do this? I am noob at this actually.

As cheap as possible if can...  you know those neon green wrapping paper ? those are pretty good for keying no need extra lighting  if you want something that you can reuse , try green cloth from kamdar. make sure its not too thin and not too thick ( thick expensive , heavy to carry stuff like that but good for long term ) good luck !
