If you are not familiar in this field and no guideline to follow, you won't really know how good/bad is the finishing because it will be very subjective for every person.
Malaysia have similar to CONQUAS called QLASSIC. Just that Singapore did better in marketing the CONQUAS certification that the property can command a premium.
