Not really an article, just the guide there saying that loh get reduced in higher difficulty.The important part already pasted there.
Some say its an old guide (its newly released though ) based on beta, some say current loh was also the same as Nat set bonus, unintended.
Some say its the new latino editors multi tasking doing english pages too and screwing up.rofl

The possibility of nerf is definitely there though.

Theres argument that loh is intended, as in the reddit amaa the dev said that they 'are happy where loh and lifesteal are'
My opinion is I think that they didnt even friggin checked what was presented by the person who asked the question(ls vs loh) and their answer on the amaa was assuming that inferno nerf also applies to loh.
