each persons' best judgement?

In terms of raw material cost, if you don't set a minimum,
why should anyone consider the cost? If a shop can let go something you want
for a cheap price, wouldn't you take the offer? Do you still ask him, maybe it's too cheap?
You ask him, did you count in the raw cost?

Furthermore, if high price for materials go in but something crap comes out, do you still sell it
at a price with the consideration to the raw material cost? Blame your own luck.

Why do you think the cap is not a good idea, or in your words laughable?
With a cap, there are at least limits which can cater / reachable for the average gamer,
at least the game will still be considered playable?
Not everyone can spend like 8-10 hours per day farming.
