not really. There is no stats. blizzards definition of sometimes can be 0.1% of when you're hit.
I can go through the whole act 1 and the goblin will jump out when I'm dealing with the butcher.

Also not sure if follower wearing this ring will work as well. or if he is wearing 2 of it.
