This is because you are using www.google.com as the search engine, it will assume you are in Washington DC. If you want to change this behaviour, then just go to google now, scroll to the bottom, click on settings -> privacy and accounts -> UNTICK search on google.com

I don't think navigation is needed for the travel time estimation. Mine suggest the route from office to home and he travel time quite accurately. However,  I dunno how/when it will bring up that card. Its nitification almost quite random but the information are correct .
