No it is not. Blizzard is not stupid. There is no short term benefit that outweighs the long term goal.

Supply and demand is a sensitive balance, and directly ties with the average progression rate. Inserting enough "superior" items to have any meaningful impact on Activision-Blizzard's EBITDA is more than enough to cause a massive supply overflow, locking out supply-side gamers, and harm the playerbase.
