This is what they offer, they just follow, if againt refill regulation, they should put note there or telling the kid nicely or call law enforcement to do their duty, not above the law.
btw they outside mcd, not even inside mcd, it happen inside mcd, solve it there, outside of mcd is straightly personal.
So did mcd implement they can't refill? Nope, but they do have fair use mutual agreement n they can't above any law, they should call enforcement or person incharge to deal with it, not settle it by own hand.

Both oso got wrong, but staff shouldn't use this kind of attitude on customer whether is kids or not. Right or wrong. If being a bully can settle problem then don't need customer service anymore
