I think it's mainly the SoC? iirc most the SoC only support up to 25~30 megapixels and nothing more then that, that's why Nokia uses their own image processing chip for the camera. On symbian they are using their own chips so it's easy to integrate it, but now on WP they need to put that inside a Qualcomm chip, seems to me that it's gonna be harder to integrate. Most likely, IMO, they'll just use the limit megapixel of the SoC. Just went and check, S4 is supporting only 20MP, so if PureView on WP8 is coming, and it's using S4, i think that'll be the megapixel we should expect on it.
