I think if use DX lens on an FX body, 2 possibilities, either will get vignetting or the body will auto crop the image into DX format (some camera body?).

This pic below was taken tonight about 11 p.m. at my house balcony......for testing hmm.gif

your aperture opening is too big, use a smaller one like f/11. it will compensate the overexpose.

also use lower ISO, best is ISO 200 for Nikon, ISO 100 for Canon. When you shoot at long exposure, you have plenty of lights going into your camera so you don't need very high ISO and also can get a better image quality out of it, and also check if you can turn off Auto ISO in your camera. I have seen my friends shooting at ISO 3200 all the time without knowing it.
